The special measures to crack down on the illegal sale of newly issued "Measures" have regulated the above-mentioned behavior and stipulated that units and individuals selling used equipment for power facilities shall issue a unit certificate or present their own identity certificates. In addition, the operators of acquired power facilities used equipment should check the relevant certification materials issued by the seller, register the seller's identity card number, address, contact information, the name, source, quantity, specifications and oldness of the sold items, and save the registration data. The period must not be less than two years. If any suspected suspicious object is found, it shall promptly report to the public security organ. If the registration is not true or the registration is incomplete, the public security organ shall order it to make corrections and impose a fine of 2,000 yuan up to 5,000 yuan; if the registration record is kept less than two years, a fine of 500 yuan up to 1,000 yuan shall be imposed.

The "Measures" also stipulates that the administrative department for industry and commerce shall be responsible for the registration of the units and individuals purchasing used power equipment and equipment, and shall investigate and deal with the business activities of purchasing unlicensed power facilities and equipment that are unlicensed or beyond the scope of business.

At the press conference, the Autonomous Industry and Information Technology Committee of the Autonomous Region, as the power administrative department, stated that it is necessary to take the initiative of the "Measures" as an opportunity to carry out joint special campaigns for the protection of electric power facilities in the region. Relevant government departments will coordinate with the power companies, focusing on actions that endanger power generation, power transformation, and power dispatch facilities, endanger the behavior of power transmission and distribution line facilities, and engage in acts that endanger the safety of power facilities within the scope of protection or within the protected areas. For example, in accordance with the different categories of power facilities, the scope of protection and the protected areas are demarcated respectively; if the blasting operations are to be carried out within 500 meters of the peripheral level of the power facilities, they shall be approved by the power administrative department or the property right holder of the power facilities; Breaking the behavior of power facilities, such as unauthorized access to power plants, substations, converter stations, switchyards, power dispatching facilities, etc., unauthorized movement or damage to production facilities, markers, unauthorized removal of wall lines, or borrowing electrical equipment on conductors, etc. 19 Item behavior. The “Measures” also clarifies how to deal with “mutual obstruction” behaviors: If it is stipulated that the construction of power facilities projects, the people’s governments at or above the county level shall make an announcement on the power facility protection areas. Before the announcement, plants, buildings, and structures that need to be trimmed, felled or dismantled shall be given a one-time compensation in accordance with relevant state regulations. After the announcement, no compensation will be given for crop planting, crop planting, or new construction or expansion of buildings or structures.
