Of course, the coordination of the triple play cannot be completed by meeting alone, but in the view of all parties involved in the triple play, the meeting at least means that there is room for discussion. Now that the meeting is closed, broadcasting, telecommunications and telecommunications have reached consensus. It's even further away.

In an interview with Caixin "New Century" reporter, Yin Jianyong, CEO of China Broadcasting Corporation, a subsidiary of Radio and Television, said that the current three-network integration is not a deadlock, but has ended. Broadcast control is one of the core demands of both broadcasting and telecommunications. The telecommunications department insisted on no broadcast control and no integration, and at the same time began a major leap forward investment in fiber optic households and increased bandwidth; while the radio and television department has obtained broadcast control rights in policy, but the technology and system are backward, making it difficult to truly obtain "leading position". The two sides did not give in to each other and various conflicts occurred in various places, such as broadcasting and TV broadcasting to cut off the telecommunications IPTV (interactive network TV) signal, and telecommunications to cutting off the broadcasting and TV cable Internet export.

However, not only the two major departments of broadcasting, television and telecommunications are around the control of broadcast control, but as the center of the IPTV broadcast control platform is docked with the local two-level platform, the internal struggles of broadcast and television are intensifying. In July 2010, the State Administration of Radio, Film and Television issued Circular 344, which confirmed the plan for the two-level IPTV platform. According to the plan, CCTV International has become a central platform and jointly built a local platform with Shanghai BesTV. Licensees, local broadcasters, CCTV International and even local telecom operators have formed a very complicated relationship. The relationship has not been straightened so far.

A senior industry insider pointed out that "two-tier platforms and other measures are designed to control broadcast control, not the integration of the three networks." The radio and television department's internal and external security on the issue of broadcast control is pushing the deadlock of the integration of the three networks to a dead end.

IPTV becomes "chicken rib"

IPTV is currently the fastest-growing of the three-network integration business and has gradually become a large-scale integration business. However, "the broadcasting and television industry does not have a clear picture of the development direction of IPTV." A person from the State Administration of Radio, Film and Television told reporters from Caixin "New Century" It is said that for this reason, radio and television even restrict the excessive growth and reproduction of IPTV within its system. According to reporters, the State Administration of Radio, Film and Television issued a series of documents in the second half of last year to refine the construction of the IPTV broadcast control platform. The purpose is to further gather broadcast control rights.

Over the past year, telecommunications companies are also acting. China Mobile, which lacks fixed-line resources, has increased its cooperation with radio and television operators; China Telecom has also conducted unified planning on how to carry out network integration in pilot cities; China Unicom has four projects in Qingdao, Dalian, Harbin, and Beijing The pilot cities completed the first phase of the platform to support 50,000-100,000 capacity IPTV basic business capabilities, and began to provide services to users. At the same time, Tianjin, Hebei, Sichuan, Hubei, and Zhejiang provinces (cities) were identified as the pilot areas of the group.

On September 25, 2010, the country's first central-level IPTV integrated broadcast control general platform and the pilot area IPTV integrated broadcast control sub-platform officially completed the docking, respectively, China Internet TV and Sichuan Radio and Television. Subsequently, Hunan, Beijing and other local IPTV integrated broadcast control platforms also completed the docking with the central platform. In these IPTV broadcast control platforms, there are no local telecom operators involved.

But at the same time, from the central to the local, from the radio and television to the telecommunications have been caught in a melee around the integration of the three networks. The protagonist of the contest is no longer the Ministry of Industry and Information Technology and the State Administration of Radio, Film and Television, but the central and local governments. The integration of the three networks has entered a more complicated situation.

On the one hand, radio and television has accelerated the progress of provincial network integration, promoted the establishment of state-level cable network companies and related interactive services, and at the same time launched a dual-level platform to more firmly control the broadcast control to effectively supervise the IPTV launched in cooperation with telecommunications locally.

The contradictions and conflicts surrounding IPTV are manifested in various aspects: IPTV is mainly cooperated by Shanghai Broadcast and Television and telecom operators, resulting in the resistance of certain local broadcast and television; many broadband access of radio and television needs to be deployed by telecom operators such as China Mobile and China Unicom. Both There are frictions in cooperation at the same time; local broadcasters have done their part, some are pushing digital TV to resist IPTV, and some are accelerating the deployment of IPTV instead of digital TV ...

CCTV International clearly underestimated the resistance of local broadcasters. It is understood that the No. 344 document of Radio and Television has designated CCTV International's "China Radio and Television IPTV" call sign as the national unified call sign, but this call sign has become a key issue that has always been difficult to reach agreement with telecom operators in IPTV cooperation. At the same time, the two-level platform is There are also differences in the distribution of profits.

As for Oriental Media's BesTV, while maintaining the development of the IPTV market and seeking financing breakthroughs in the capital market, the contradiction between telecommunications, central-level platforms, and local radio and television must be balanced on the other.

In the southern provinces, the original broadcast control platform of Eastern Media and BesTV has been integrated with local telecommunications, and users have a certain scale. This has led many places to adopt a dual backup solution, that is, both a CCTV broadcast control platform solution and a BesTV broadcast control platform solution. However, at present, the central platform is not actually connected to telecommunications, but has just completed political tasks. Coupled with the fact that local broadcasters may not be willing to accept Shanghai BesTV, the competition for policy and market will be more intense in the future.

According to Caixin's "New Century" reporters, the two levels of platforms have not yet completed the docking of the transmission systems of radio, television and telecom operators. That is to say, the total and sub-level platforms of IPTV integrated broadcast control platforms in these cities have only been realized. The connection at the content level, but the technical aspects such as the billing system and authentication system are not really connected.

It is also reported that Qingdao TV Station previously cooperated with Hangzhou Huashu Investment in the construction of IPTV. Due to the requirement to rebuild the local platform that is connected to the central platform, it means that the previous investment will be overturned. This has been strongly opposed by the local government. In Hunan, due to the performance of Hunan Radio and Television Strong, the construction of IPTV broadcast control platform is also resistance.

Wei Leping said that in the IPTV cooperation model, the radio and television institutions are responsible for business administrative licensing and content integration planning management and review, and the telecommunications department is responsible for business support system construction, business operations and user management, which is currently more in line with the interests of the relevant parties in the industry chain and the market The mode of demand is limited to "where IPTV licensees (such as BesTV) have relatively good radio and television relations with other places." IPTV services are developed "very well", and places with bad relations are "inconvenient."

Yin Jianyong said frankly that the real fear of broadcasting is not IPTV. IPTV is like a chicken, telecommunications do not like to engage in it, broadcasting and television are not willing to engage in it; broadband services have been seized by China Telecom and Unicom. Of the 450 million users, 100 million high-end users have no chance ; Fixed-line voice services have gradually shrunk, mobile communication has been hit by mobile, telecommunications, and China Unicom as the "floor price", which is close to the settlement price between the Internet, the broadcast and television have no chance to get involved, and the integration of the three networks has "nowhere to merge."

"The real fear of radio and television is that telecommunications use their own optical fiber network to directly transmit cable TV signals. This is equivalent to smashing the rice bowl of radio and television. Just as radio and television is directly engaged in fixed-line and mobile services, it will kill telecom operators." Yin Jianyong said.

Taiwan network is uncertain

In the three-networks integration framework, the broadcast control right belongs to the broadcast and television broadcaster, that is, "Taiwan". As a result, the broadcast and television cable network has been pushed to the forefront of market competition and has become the last space that telecommunications companies can break through. However, Zhang Haitao, deputy director of the State Administration of Radio, Film and Television, last year emphasized the "station and network linkage", which is a subtle change from the previous main theme of "station and network separation".

After the introduction of the three-networks integration policy, opposition to the separation of the Taiwanese network has increased. Careful people found that the name of the national cable network company "China Cable TV Network Company", which had been painstakingly established by the radio and television department, was quietly changed to "China Radio and Television Network Company". Some people in the industry believe that this shows that the State Administration of Radio, Film and Television is likely to set a new tone that "the Taiwan network cannot be separated."

Luo Xiaobu, deputy general manager of Gehua Cable, believes that a broadcast control platform built on a TV station or a network company is no different from a TV station, but it is fundamentally different from a network company. "Built in a station, not only does the network company lose its deterrent, but also between the network stations. The gap between the two countries has intensified. Because the Internet companies have users and the current revenue of TV stations is mainly advertising, it is entirely possible for Internet companies to adopt high landing fees or even refuse to take extreme measures such as landing to retaliate. This will inevitably make local TV stations take advantage in the region and suffer losses in the field. " At present, in Shanghai, there has been a strange pattern that broadcast television and Shanghai Telecom jointly launched IPTV, while Oriental Cable and Shanghai Unicom jointly launched broadband and interactive TV.

The four-level platform for broadcasting and television is an organizational system formed by the broadcasting and television system in a specific historical period, which has led to the division of regional resources at the local level and more competition than cooperation. The broadcasting and television departments below the municipal level are still highly dependent on the network to support Taiwan. The integration of the provincial network and the linkage of network stations have caused the relationship between different levels of network to be misaligned. In the pilot cities of the provincial capital, is the broadcast control platform built on the provincial or municipal platform? Are non-provincial capital cities built in this city or superior cities? These problems have intensified the contradiction between local TV stations, especially intensifying the competition between provincial and municipal stations.

The real challenge of the broadcasting system is internal integration. All along, the State Administration of Radio, Film and Television has lacked effective unified management of local radio and television, which is fundamentally different from telecom operators, that is, the difference between the four-level office system and the entire network. Radio and television's strong control of the broadcast control platform has intensified the contradictions between the central and local governments, between regions and between Taiwan and the Internet.

At present, although the provincial networks have been listed and integrated, there are actually many problems. Radio and television are not well-established and have limited financing channels. Now all provincial networks are actively operating backdoor listing financing. For example, Guangdong Provincial Network Backdoor Tianwei Video is listed, Jiangsu Cable and Hangzhou Huashu are also in action. What about the future national cable companies? Integrate and evaluate these public and non-listed companies scattered in different places?

Wu Hequan, the team leader of the State Council's Three Networks Convergence Expert Group and vice president of the Chinese Academy of Engineering, estimates that the next few years will be the peak period for the construction investment of the radio and television department. 100 million yuan; and the investment demand for the next-generation wide-grid power grid (NGB) is 300 billion yuan. It is conceivable that the capital gap faced by the initial investment in the construction of the three networks, including integration.

Some analysts believe that the biggest variable in the integration of the three networks lies in radio and television, and the possible differentiation of the Taiwan network from the qualified bureau. Yin Jianyong pointed out that under the great chaos, the rule must be ruled out, and the Taiwan network must be separated. "Sooner or later, the network will return to the SASAC to realize the opening of telecommunications and media control."

Unsolvable equation

Wei Leping is not optimistic about the triple play and competition under the existing system. He believes that radio and television is now a low-price monthly subscription national public resource model; the Internet is a low-quality and low-price model; and telecommunications is a high-quality, time-based and traffic-based model. The fusion of these three different business models and the competition between the public-broadcast and television industry and the market-oriented telecommunications industry are inherently unsolvable equations. "Competition is competition under the same system. Letting enterprises compete with institutions has no result." Wei Leping said.

In the second half of 2010, 12 pilot regions across the country submitted their respective pilot implementation plans, but so far it has not been approved by the State Council, and the list of the second batch of pilot cities originally scheduled to be promoted early this year has also been difficult to release.

However, with the efforts of various places, in addition to the existing models such as the Shanghai model and the Hangzhou model, the cities identified as pilot regions have successively launched their own models, forming a variety of different integration methods such as the Wuhan model, the Yunnan model, and the Hunan model. However, they failed to break through the limitations of the above system.

Among them, the "Wuhan model" has attracted more attention. On June 30, 2010, Wuhan entered the first batch of 12 pilot cities for triple play integration. On December 16, 2010, Wuhan Broadcast and Television and Wuhan Branch of China Telecom established the Wuhan City Triple Play Convergence Joint Venture Company. Wuhan's method is "Telecommunications, Radio, TV, and the 5th Five-Year Joint Venture, and the two parties will take turns in sitting together." That is, Telecom and Radio and Television each hold 50% of the shares, and will take turns serving as the chairman and general manager on a regular basis. The first phase of the newly established joint venture company of Wuhan Radio & TV and China Telecom Wuhan Branch has a registered capital of about 6 million yuan. In the future, the two parties will increase their capital according to business development needs.

However, according to Caixin "New Century" reporters, the Wuhan joint venture is not currently in operation. This so-called joint venture is still dominated by radio and television, and telecommunications are gradually losing interest. The businesses and assets currently injected by both parties are non-core assets. It is worth noting that the Wuhan Municipal Information Industry Bureau, which is responsible for leading the "triple network integration" pilot work, has also quietly changed its coaching. Huang Changqing, former deputy director and deputy director of the Wuhan Broadcasting and Television Bureau (Wuhan Radio and TV Station), will serve. After Huang Changqing assumed his duties, Wuhan Municipal Bureau of Information Industry established a joint venture company planning working group, with Huang Changqing personally as the team leader.

Shanghai, Ningxia and Liaoning are similar to Wuhan. In the past, the Shanghai model did not have a joint venture, but only cooperated in business and revenue sharing. In December 2010, Shanghai Oriental Media and China Telecom decided to set up a joint venture company to promote the IPTV business in Shanghai after the integration of the three networks.

In addition, many provinces including Gansu, Jiangsu, Jiangxi, Yunnan, and Sichuan have basically stayed at the level of strategic cooperation. Among them, Shanghai Nanhui Broadcasting and Television and Shanghai Unicom also carried out strategic cooperation to carry out two-way network transformation and construction and two-way business operations.

Due to the different economic developments in various regions and the contrast between the power of broadcasting and telecommunications in various regions, it is impossible to have a model that can be widely recognized. If these models are not balanced and effectively driven by interests, there is no equivalent competition or integration mechanism, and ultimately they are just a "political show".
