**Tender Conditions**
The general contracting for the asphalt pavement construction on major roads in Raoping County was approved by the Raoping County Development and Reform Bureau under Raofa Gai [2017] No. 199. The project owner is the Raoping County Administrative Committee Office, and the funding comes entirely from local government financial resources. The project’s capital contribution is 100%, and the tenderer is also the Raoping County Administrative Committee Office. The project has met all the necessary conditions for bidding and is currently undergoing a public tender process after passing the preliminary construction review.

**2.3.1 Project Overview:**
This project is located in Raoping County, Guangdong Province. It involves the construction of urban secondary roads and two-lane roads along several key sections, including the Henan Road section (from Huanggang Bridge to Fengjiang Bridge), North Hebei Road (from Nanmen Bridge to Fengjiang Bridge), Plaza East Road, the first-phase road section, Xingang West Road (Nanmen Bridge to National Road), Qinghua Road, Caichang Street, and the Raoping County Ring Road. The total investment for the project is 25,816,600 yuan.
**2.3.2 Bidding Scope:**
(1) **Survey Work:** Includes geotechnical engineering surveys, engineering surveys, and geophysical exploration, such as pipeline mapping.
(2) **Design Work:** Covers preliminary design, construction drawings, budget preparation, as-built drawings, and on-site services.
(3) **Construction Work:** Involves the paving of asphalt on six main road sections, including Henan Road, North Hebei Road, Plaza East Road, Xingang West Road, Qinghua Road, and the Raoping County Ring Road.
(4) **Project Approval and Reporting:** A dedicated team will handle approvals, land acquisition, and coordination with relevant government departments such as labor, fire protection, environmental protection, planning, and health authorities. Post-acceptance, the company will submit an acceptance report to the contractor.
**2.4 Tender Control Price:** 251.885 million yuan, which includes survey fees (248.61 million yuan), design fees (544,399,000 yuan), construction fees (22,418,600 yuan), and basic reserve funds (1,897,704,000 yuan).
**2.5 Planned Duration:** 150 calendar days, with 30 days allocated for survey and design, and 120 days for construction.
**3. Qualification Requirements for Bidders**
**3.1 Bidders must have independent legal status and a valid business license, as well as the following qualifications:**
(1) **Engineering Survey Qualification:** Must hold Class A or above (including Class B) integrated qualification or specialized expertise in geotechnical and survey engineering.
(2) **Engineering Design Qualification:** Must possess one of the following: comprehensive engineering design qualification, municipal industry design qualification above Grade B, or Grade B and above for road engineering and Grade C for drainage works.
(3) **Construction Qualification:** Must have at least two grades (including two) of general contracting qualifications for municipal utilities and an active "Safety Production Permit."
**3.2 The tender accepts bids from consortia.** Each consortium may consist of up to three companies with independent legal status, led by a construction entity. All members must sign a consortium agreement and clearly define their responsibilities. No member can form another consortium or bid independently.
**3.3 The proposed project leader must be a registered constructor of Grade 2 or higher in municipal public utilities. For out-of-province bidders, a first-class or temporary first-class constructor with a valid safety production evaluation certificate (B) is acceptable. The project leader must be locked during registration.**
**3.4 The design lead must be a senior engineer in municipal engineering, and this person must not be the same as the project leader.**
**3.5 The proposed full-time safety personnel must hold a valid safety production assessment certificate (C), or provide a printout from the Guangdong Province safety management system. This person must not be the same as the project leader or safety officer.**
**3.6 On-site management staff must include a construction worker, material officer, information officer, and quality inspector. These roles cannot be combined, and all must be registered simultaneously.**
**Note:** The professional and grade standards for constructors are based on the "Management Method for Registered Construction Managers (Trial)" and the "Standards for the Practice Scale of Registered Architects (Trial)." Temporary registrants who have completed the registration process are also eligible.
**3.7 The bidder (or consortium leader) must sign and seal the “Integrity Bid Commitment†as outlined in Annex 1 of the Tender Notice.**
**3.8 The project leader or legal representative must attend the bid opening and evaluation session.**
**3.9 Bidders must provide a financial audit from 2014 to 2016, showing no financial losses over the past three years.**
**3.10 Within three years prior to the announcement, bidders must provide a query letter from the procuratorate regarding any bribery crime records for the legal representative and project leader.**
**3.11 Since 2014, bidders must confirm that there have been no serious breaches of contract, major safety or quality accidents, or illegal criminal records.**
**Note:** Any unlisted qualification requirements in Article 3 of the Tender Notice shall not be used as grounds for disqualification.
**4. Registration and Tender Document Acquisition**
**4.1 Interested bidders who meet the registration requirements should contact the tender office between December 8, 2017, and December 14, 2017, from 9:30 AM to 11:30 AM and 2:00 PM to 4:00 PM (Beijing Time). The tender documents can be purchased during the same period.**
