Chapter I General Provisions
Article 1 In order to implement the safety first production-oriented safety production policy to ensure the safety and health of employees during construction, this regulation is formulated in accordance with the relevant provisions of the State in conjunction with the construction of overhead power lines.
Article 2 This regulation applies to the construction of 110 500kV overhead power lines. Construction of 35 63kV overhead power lines can be implemented by reference.
Article 3 The construction unit may, in accordance with the provisions of this regulation, prepare supplementary provisions or implementation rules in accordance with the actual conditions of the unit, and execute the approval of the chief engineer.
Article 4 The leaders and engineering and technical personnel of the construction unit must be familiar with and strictly abide by this regulation. Workers must be familiar with and strictly abide by the relevant provisions of this regulation and be qualified after passing the examination.
Article 5 Personnel engaged in special operations such as operation of automobile driving machinery for electric lifting and welding blasting high-pressure operation must conduct professional operation technical training and safety procedures, and pass the examination of relevant departments for examination and approval, and then can be independently operated on the above personnel. Those who fail to pass the assessment on a regular basis should recover the documents and stop the operation.
Article 6 The personnel of newly-introduced enterprises (including apprentice contract workers temporary workers agreement intern trainers) must carry out the third-level safety education of the company's work area before the assignment work. The migrant workers must explain the safety precautions and operation methods before the construction. Do a good job in safety supervision
Article 7 Before testing and applying new technologies, new processes, new equipment and new materials, safety technical measures must be formulated and approved by the chief engineer.
Article 8 must implement the safety construction management regulations for electric power construction while implementing this regulation.
